I must be getting better with my all grain setup because today I brewed a batch and estimated 65% efficiency getting me to an estimated abv of 5.5%.

Well, I actually achieved 77% efficiency and now I'm up to 7.7%abv.

I only bought one pack of Nottingham yeast and pitched it but the. Got to thinking I need more yeast. I'm thinking about also pitching a smack pack of wyeast pacman because that's all I have on hand. What are your thoughts on this?
 
What was your OG? Nottingham can be a beast, so I would probably just go with it unless we were talking a really big beer.
 
I'm not sure how you're figuring your ABV before the beer is finished, however, if you started at 1.069 and finish at 1.010 you'd hit 7.7% which means with only one packet you did in fact under pitch, I'd probably pitch more yeast but totally up to you. You'll still make a good beer with what you have...
