I have started putting my panel together and went to test my work. I’ve got 240 at the hot side of the power in relay. Both with the key on or off. I’ve got no power anywhere else. When I turn it on a get a buzzing sound no clunk like I’m used to with a relay. Thanks and happy new year
 
Might confirm the coil voltage on the relay just in case they shipped you a 240v instead of 120.

Otherwise it could be stuck, tap it with something non-conductive and see if it flips on.
 
Unless someone else voices a solution I think I would write it off to a bad part and order a new one
