I'm wondering whats the cheapest, while still being functional, temperature control system for modifying a freezer. What are people's favorite's and bargains people know about?

Common ones - Ranco, Johnson, Love (Dwyer)

I paid full price for my Ranco (years ago...) but picked up a Love on e-bay for $28 new!
(just gotta keep watching)

Several online homebrew supply shops carry the Johnson and Ranco models.
 
retail price, the analog Johnson Controls controler is reasonably priced in the $55 range.

I use the Johnson Controls., and love it
 
I just built one for about $10. I had to buy a small project box and a relay. I replaced my cheap bimetallic thermostat with a 7 day digital programmable so I used the old one with an old 5V wall wart style rectifier to control the relay.

Most of my controllers are analog ones I got off ebay for $25-30 shipped. Most of the ones that are clearly labeled in the auction go for more. The ones that only list part numbers go cheap. Google is your friend in that case.
 
I bought a Ranco after having a analog Johnson controls. I prefer the electronic submersible temp probe over the capillary tube and I think the ranco gives more accurate results. The JC keeps working fine, though.

I got mine form climate doctors as linked for about $50, the only wiring involved was splicing an extension cord.
With digital you can select heat or cool, the swing, etc.
