tannins can be added up to a few weeks before bottling.
 
Anytime. If the wine needs it, you can add it whenever.

I like to add minute amounts, and wait 48 hours and see if it needs more. It's easy to add more, but you can't take it out if you overdo. Often, 1/8 tsp of powdered tannin is plenty in a 5 or 6 gallon batch.
 
Mouthfeel? Well, not really. I mean, it will give a drier mouthfeel if that is what you mean.

Whelp Yooper, Wish me luck! Tonight I will rack my BlackBerry Wine.... 1/8 tsp Tannin goes in at this racking. Will also put Campden tabs in this rack. Thanks again for your help on this.
 
Ended up with 2tsp final. Directions said 1/2 tsp per gallon....guess they were close.
 
It depends on the fruit, but I am adding at least 1/8 tsp per gallon for almost everything I make. But I like dry dry dry wine and un-fancied black tea made strong and unsweetened.
