Can I run a jumper from 9 to 13? Or should I run dedicated lines? Or should I run 1 dedicated line to 13 on 1 controller and the from that one to 13 on the other 2?

If I'm understanding your questions, either of those should be ok. Just make sure the terminals are rated for multiple wires, and make sure your using the appropriate size wire and circuit protection. The manual even shows an example of jumpering between the power terminals and the AL1/AL2 relay output terminals.
