After nearly three weeks in the primary, I noticed a white/cream colored stuff latticed along the sides of my carboy almost to the top of the brew (5 gal carboy). It looks like the yeast (lager-oktoberfest strain). The brew is clearing great as well. Has anyone noticed this while lagering?

yeah its just dried on krausen. After the Krausen fell it left that will bit of yeast and foam sediment behind...no worry

I don't make lagers due to temperature constraints, but isn't 3 weeks in the primary a bit long? Shouldn't this brew have been transferred, or am I just lager ignorant.

Nope, not even for an ale. I've had big beers take this long to finish.
