stuck Hefe at 1.20

Made 6 batches or so so, all have come out well. I brewed Northern Brewers Hefe kit(extract) 13 days ago.
I checked FG 2 days ago, and it was ~1.02. So I swirled the bucket a bit.
Checked it again a few minutes ago, and it has not changed.

This seems too high, agree?

What to do now? Rack to secondary? Pitch more yeast?

What about the recipe? How long did you boil it?
