They're probably referring to the specialty grains. If you are going from a kit, they should already be ground, not whole. Assuming this is already done, you just toss those grains in a muslin bag (or a dirty sweat sock for some extra flavor), tie off the end, and let them soak in the water like a tea bag.

And at a temperture of about 160f . Also don't overdo the water amount. A gallon of water or so is enough to steep most amounts of speciality grains.

Don't boil the grain. This would extract tannins from the grain, not a good thing.

Get in the bath, turn on the taps, and lie there for the required period. Then, when it makes no difference to the beer, question the recipe.
