I made a kolsch starter back on 10-6. After 5 days ferm in the
erlyn. I moved it to the fridge cause the weater was awful for
brewing. It's still in there, and now 10-21 ! the bigger prob is
it's only capped with aluminum and rubber band. Should I decant
and reboot this stuff, or just go make the batch of beer and use it?
What's the consensus?

I'd let it warm back up to room temp, decant some of the liquid, and then use it normally.

+1, i've used a starter that was in the fridge for 2 weeks and it worked great. but it seems better to decant first, since the yeast is cold it will be more firm/compact at the bottom and won't be disturbed by the pour.
 
Decant, let it warm up, and couldn't hurt to give it a little wort or extract while you are brewing to awaken the yeast.

If you just decant and pitch as is, you'll probably see a bit of lag time before fermentation kicks in, but you'll be fine.
