So, I left my wort chiller in sanatizer for a few days and I noticed it turned the some of the copper green like a layer of rust. I scrubbed it really good but I'm afraid to use it for fear it may ruin the beer. I was thinking of soaking it in PBX or Oxy Clean but afraid it'll do the same thing. Any suggestions?

Same happens to me with StarSans but I never leave it it too long. I think you should be fine but you can try setting in a pot of boiling water for 15 minutes or so to see it that helps. StarSans actually cleans it but I don't understand why black pops up in spaces on mine. So far, i haven't noticed any problem in my beers.
 
To clean copper... You need one lemon or two and some table salt. First get a towel and cut the lemon in half. pour some salt in your hand and squeeze lemon juice rub the tubing with the mixture and smother around the coils then with paper towel and rub the coils till the tarnish comes off. Easy and natural. I used to clean old fire extinguishers this way

On larger surfaces I usually pour the salt on the lemon half and rub the area I'm cleaning but since it's small and tube like I don't think it would work that way. Also wear gloves if you have any cuts :)
