Does batch sparging reduce the potential to generate astringent tannins during the sparge?

Yes.

With batch sparging, the pH is unlikely to rise as much as with a continuous (fly) sparge. A couple of safeguards with continous sparging is to ensure that the gravity runnings don't drop below 1.010 (I make sure to stop by 4 brix) and to acidify the sparge water to below 6.

It's possible for batch sparging with highly alkaline water to extract tannins as well, but not as easy as with continuous sparging since tannin extraction is temperature and pH dependent.
