Soda laws

Anybody know of any federal laws or Georgia laws on selling homemade soda? I can't seem to find anything

From what I understand, it falls into the same area as BBQ sauces, jam, etc, and other things you see at Farmer's markets and places for sale.

In Michigan, it requires a commercial kitchen for that of stuff.
