So 57ibu is considered low hops?

Well I haven't tried every beer out there but I think I've had enough to know I'm not a hop guy. Well I just bought some Tommyknocker Nut Brown Ale which says its low hopped at 57ibu. Seems quite hoppy to me. Is 57 considered low?
 
its all about the malt profile, ABV, residual sugar, etc etc.

a dry, low malt beer with OG 1.036 FG 1.005 and IBU of 35 would be plenty bitter.

OTOH a big beer with toms of malt profile OG 1.080 FG 1.020 and 70 IBU would be a nice drinkable style like DIPA
 
I'd say that's pretty hoppy for a brown ale. There are folks out there who like to go over the top with their brown ales which could be what this one was going for.
