New to brewing. I scaled down an iipa recipe I found online from 5 gal to 3 gal. I did this by taking 1÷5x3 (batch size)=.6 I then multiplied everything by .6. Recipe calls for 6.6 lbs. Gold Liquid Malt Extract, after converting I got 3.96lbs.

I was wondering if I do the same for the boiling process? It calls to mash the grains in 1 gal of water..do I keep it at 1 gal or do I take that and convert it for 3 gal as well (e.g: 1x.6=.6 gal or 10 cups) and do I cut the boil times down that way to?
 
No, you can leave the boil volumes the same - as long as it is less than or equal to your final batch size. eg don't boil 6 gallons for a 3 gallon batch. (BTW - it's really steeping your specialty grains, not mashing. If you were mashing all the malts and not using extract, then water volume do actually come into play)

The boil time stays the same as does the timing of the hop additions.
