Smaller batch, scalling grain and hops?!

Bitterness extraction isn't exactly linear, but it's close enough to get you in the ballpark. If you wanted to get exactly the same IBUs, you'd need to factor in the more limited extraction from a smaller water volume. Any brewing software will do that for you. Like hopville.com or Beersmith.
