It could be depending on yeast strain. Some strains are more vigorous than others.

Edited to add: personally l would start with blow off tube just to avoid a potential mess if it is vigorous.

If you're using US-05, then yes. I haven't had blowoff fermenting 2.5 gallons in a 3g carboy. It's come close a few times, but never blown off other than that one time I had about 2.75g in there lol.

I just did the west coast blaster from Brewing Classic Styles (red ipa) scaled down to 1.5 gallons in a 2 gallon bucket and had no issues using white labs wlp001.
