I'm going to make a partial mash blonde ale using:

3KG Maris Otter Pale Malt
500g Extra Light Malt Extract
Willamette Hops
US05 yeast

I'm aiming for 21 litres but only have the capacity for boiling 15 litres (pre-boil. Post boil for me is 13.5 litres).

Should I add the extract into my pot 15 minutes before the end and top up with cold water in my fermentor, or should I bring 7.5 litres of water to the boil and boil the extract for 15 minutes in a separate pot?
 
Adding it 15 min to the end should be "fine", as im also going to assume if you dont have a 32 qt stock pot, you dont have a good immersion chiller, and adding the cold water will help get the temp down faster. Make sure you use a ibu calculator that will account for the concentrated wort, and decreased hop extraction. Or add like 10-15% more hops or so.

Really, go to a resturant supply store, a aluminum stock pot of decent quality runs 35-40USD, and you wont have to bother with all this.
