Made the mistake of not stirring my re-hydrated dry yeast into my wort. Instead, I dumped it onto a layer of wort / Star San foam. The fermentation process began and lifted up some of the yeast and stuck it to the top of my better bottle. Did I just short my brew on yeast? Is there anything I could / should do?

You could roll it around to unstick the yeast from the walls, but since it was already re-hydrated, my bet is that most went into the beer and you're fine. As you said, fermentation started, plus dry yeast usually gives you enough to work with.
