Should I fill to 23L in primary, or top up in carboy?

I followed 2 recipes that I combined to make one. My total volume is about 18-19 L. Should I add more water now, or let it sit, and when it goes to secondary I top up then? It started at 1.16 SG, I added 2 more litres of water, to bring SG to 1.14. It's now at 1.13. I don't want to fiddle with it too much, because thats how my first batch of wine was a nail biter.
 
I'd lean toward topping off as early as possible.

I mean take it to the other extreme. Do you think it's reasonable top top off your pint glass with water and have the same effect as if you added at the primary?
 
Personally i'd do it primary. I always compensate with my brews by making at least 10% more at primary and when you rack to secondary you don't need to worry about topping up or losses.
