I am in the process of trying to fix leak(s) in my co2 system for my home built kegerator and in the process was redoing connections to my secondary regulator. I had the system pressurized to 40 psi (not hooked up to beer) and had released most of pressure between primary and secondary regulators. I completely removed the input to the secondary and had the 2 ball valves on the outputs closed.

The regulators both still showed 40 psi with inlet completely open. They both when down when i opened output. Does the regulator hold pressure internally? Or was this just a fluke?
 
I think mine behaves the same. My secondary connects to a manifold with individual shutoffs and each one has a check valve, which might be what actually hold the pressure on mine. It also seems like a secondary might have an integral check valve but I dont know for sure.
