Second Liquid Yeast Starter

I made a liquid yeast starter for an IPA i'm brewing. After pitching it to the primary I had activity within minutes. After about 3 or 4 days has been no activity what so ever. Is it already done or stuck? I have already re-agitated it a couple days after i had no activity... If it is stuck can i just add another liquid yeast pack to it? I used 1056


OG was 1.066 if that is helpful

What's the temp and what is the gravity now? You will only know if it's "stuck" if the gravity is abnormally high (say 1.025 or higher) for consecutive days.
