Can I use regular 12oz bottles and caps to bottle a belgian saison, or is it better to use belgian bottles with corks and cages?

You can. The only problem could be carbonation. Regular bottles can hold high enough levels, but nothing like Champaign bottles. Effervescence is not going to be a problem.

Are saisons suppose to be really carbonated? How much sugar should I carb with? The kit came with 4.5oz.

The BJCP Guidelines say "Very high carbonation with an effervescent quality." I would figure over 3 volumes. Tastybrew's caculator has it much lower.
