Safale S-33, high FG: stuck or done?

Its been a month now since I brewed a Porter IPA with S-33 yeast. OG 1078.

After a few hours the brew took off vigorously, and had put in a blow-off tube.

Ten days in, airlock activity was almost gone. I measured 1034. Turned up the heat and waited another week. 1030.

Two days ago I racked to secondary for dry-hopping and measured 1026. For about an hour there was activity...kept the temperature high, but the airlock is horizontal again since. I never had any problems before with reaching my desired FG...and this isn't even close (hoped for 1018).

Can it be the beer is 'done'? ...or stuck? And in that case, what else (besides more new yeast adding) could help it dry out?

I'm going to leave it in for about ten more days before bottling. Thats the plan... If I do that, should I play it safe by underpriming the beer (to prevent bottle bombs)?

I have used S-33 once and it stalled on me. Settled out entirely at 1.020 when I was looking for 1.010. I had to warm it up to around 70 or 72 and rouse the yeast back into suspension for it to finish, and I got a healthy second krausen. That beer took a month to hit a true FG. It would have been faster if I had expected it to behave that way and raised the temp more before it settled out the first time, but as stated that was my first time using it.
