Here is what I plan to do, any advice is welcome.
6.6 lb Light LME
1 lb Light DME
1/2 lb Crystal Malt
1 lb. Flaked Rye

Hops
1 oz. Centennial (60 min)
.50 oz. Cascade (30 min)
.50 oz. Cascade (15 min)
1 oz. Centennial (Dry Hopped)

Should I change the sequence of hops?
 
Flaked rye has to be mashed with two row to get anything out of it.

Plus you won't get much rye-ness from 1lb of it in your malt bill.

Are you able to do a partial mash? If not I think it would be tough to do a rye ipa as extract w/ steeping grains considering rye and flaked rye need to be mashed.
 
I am not able to mash at this point. The brew supply store has 1 pound of flaked rye left, and I called to have them put it up for me tommorow when I pick it up. Would 2 lb. more suitable?
 
Well mashing is a little different than just steeping. In general you steep for colour and flavour but you'll need to mash to get any gravity points out of your malt.

You'll get a llittle bit of flavour out of 1lb of Flaked Rye but I doubt enough to make a rye taste in your beer and you won't get anything out of steeping rye malt.

Usually, when folks make a rye ipa they use both rye malt and rye ipa and up to 30% of the grain bill.

Your hop sequence looks fine but it would be good to add .5-1oz of hops right at flameout to get more hop flavour and aroma. 2 oz of kettle hops isn't much for an ipa.
 
I'd combine both cascade adds @15mins or move them later

like Taco said, 1lb of rye isn't going to be that noticeable, so I'd bump that up at least another 0.5lb, preferably 1lb. if you swap the flaked rye for malted rye, and steep it in 1gal, then you'll be mashing since rye malt can convert itself. the difference between mashing and steepign is basically the water to grain ratio (mashing should be <2 qt/lb) and using malts that have enzymes, i.e. base malts (2-row, wheat, pils, etc)
 
do they have any rye malt?

if you can steep you can do a small mash - just try to keep the temp around 150ish for 45-60min

i think you need more hops for an ipa as well - especially something near 5-0 min left in boil
 
I talked to my brother inlaw and he said the same thing about a base malt. I think I might just get a pound of 2 row barely. And 1-2 more ounces of hops.
