I have a 8 gallon pot (no thermometer or ball valve) and cooler mash tun.
I am buying a 16 gallon pot with a false bottom, thermometer, and ball valve.

If I wanted to make a RIMS would I use the 16 gallon pot with a pump to recirculate the mash, then use the cooler as a hot liquor tank to sparge into my 8 gallon pot for the boil?

Also what type of pump should I buy?
 
I do BIAB rims so I would sell the 8 gallon pot and use the proceeds for a good basket or bag :D

Not sure why you would use the cooler at all. Seems like you can mash/recirculate in the 16 gal and then transfer to the 8 for the boil. Are you trying to do 3 vessel?
 
I have basically the same setup, but use my 8 gallon pot as a hot liquor tank, my 15 as my boil pot, and my 10 gallon cooler with a false bottom as a mash tun. I pump the water from the hot liquor tank to the mash tun, then change the pump hoses so I recirculate only the mash tun thru the RIMS and back into the mash tun. Once complete, drain to the boil pot, pump my sparge water from the hot liquor tank into the mash tun, and drain back into the boil pot.

Since your 16 gallon pot will have the false bottom, I think I would just go BIAB.

As to what pump, If you want an enclosed motor, a Mark II is a decent choice. For an open motor, a Chugger pump is fine (what I have). If you can swing it, get a SS head so you won't have to worry about breaking plastic.
