Replacement Collar for Draft tower

I got some old draft tower/tap parts off craigslist pretty cheap, mainly for the taps that were included, there was a draft tower that I may or may not use, but, since I wen to the trouble of cleaning it up I thought I might as well see what it would take to get it looking pretty.

There was a black plastic ring attached to the base that was more or less destroyed when it was taken off, 2.5 inch diameter -- any recommendations as to what I could replace this with?

There is a brass(?) fitting ont he bottom that might polish up, but if I wanted to go with a SS or black replacement to cover it, what might I use? (on the cheap)
