Repairing a glycol chiller unit

Hi gents,

Ive got a glycol chiller unit which I brought cheap second-hand but it was a brand new unit that apparently came from China without any gas. When its turned on after a few minutes the compressor tries to cut in but I hear 10 seconds of buzzing then a click before it shuts down again. There are 2 relay type things on the outside which Ive swapped out for known working ones and it still does the same thing. (The relays from this unit work fine in another unit.). I had a aircon guy from work try to gas it up and said it wasn't taking gas and he thinks it might be a faulty compressor (The unit is brand new however) He's also doesn't really know much about fridges.

Any suggestions as to what I can try to diagnose this?

these are the two relays Top one is a Protector and the bottom one is a PTC start relay but both work in another unit.
