Anyone know how much refermenting in the bottle with new yeast can increase the SG for the beer? I realize it will vary based on FG, priming solution and amount added, temperature, yeast type and amount, etc. The real question is DOES IT LOWER THE FG, or INCREASE the alcohol content?

Both. You add the priming solution, so you very slightly increase the SG. The little bit of fermentation that occurs to carbonate your beer causes the FG to go back down. The ABV will increase approximately .05%.
 
The priming sugar addition to your beer increases the SG about 0.002 or less. The natural carbonation process uses that small amount of sugar and your result FG is nearly identical to the SG before bottling but with a very small increase in alcohol.
