Recipe advice?

Have some extra grain and hops I have to use soon and trying to put a recipe for a black IPA together. Here is what I have so far. I'm not that experienced at designing recipes so any advice would be appreciated.

That's too much crystal malt. I'd keep it at under 10% crystal, preferably around 8%.

Why the minute amount of rye malt? It won't hurt, but it won't be detectable or anything so I'd probably skip it unless you're just trying to use it up.

I'd move the 45 and 30 minute hops to 15 and 5 minutes, as you won't get much out of them for flavor and aroma at 45 and 30 minutes. Or, move the 45 minute columbus up to 60 minutes to get the bittering out of them, and use a total of 1 ounce at 60 minutes.

I prefer a schedule that has lots of late hops, so I'd probably go with a more standard 60/15/0/dryhop hops schedule.
 
Agreed with Yooper, too much Crystal. Also too much Chocolate malt. You want the Chocolate malt to add color but no chocolate / roast flavors (unless that's what you're going for). I might suggest going with 4-5 oz Chocolate, grind it really fine, and either cold steep it to extract color or add it during the sparge.
 
Thanks for the advice. I am stuck with the 2 row, crystal malts and rye as they where ground and mixed in one bag. The chocolate I can bump down if it will work better. I like the idea of your hop schedule and will try it.
