Ratio of malt sugar water

Could someone please estimate the amount of water I should use with 1.7 can of hopped malt, 2.2 kg. of corn sugar? I have no access to a hydrometer, and I want to calibrate a floating thermometer to use as a hydrometer this one time, and continue to use this ratio. A link to somewhere that discusses this would be greatly appreciated. I truly would love some assistance. Thanks

The can should say something, but most kits of this type are designed for 15-25 L with 19 or 20L being the most common. Is the can 1.7 kg or Liters?
