Hmm I dont know the author of the cartoonist posted, but it reminds me of Zapiro, a South African cartoonist that drew a showerhead on former president Jacob Zuma. In 2005 Zuma was caught having an affair (he is xhosa, this is part of their culture) but it was discovered during Zuma's subsequent trial for allegedly raping the woman that she was HIV positive. Zuma stated that he showered after unprotected sex with her to reduce the risk of contracting the virus.

Naturally Zapiro was sued by Zuma, investigated by SA Human Rights commissions of a few flavors, threats of criminal prosecution,etc but managed to escape those penalties.
