Would I be able to select a liquid yeast I want and create a starter from it, with which I could preserve and keep on using continously?

This would really be helpfull because its hard for me to get my hands on liquid yeast so once I do, if rather not have to order it,pay shipping and wait wait wait....
 
You can but ideally you will want to freeze stocks of that first starter to have a bank of yeast to go back to. This requires a bit more effort than simple washing and reusing the yeast from batch to batch.

But without this, as you continue to use the yeast batch after batch even with washing, mutations and genetic drift may cause the yeast to no longer have the attributes you want. For example you may suddenly find the yeast doesn't flocculate or attenuate as well. Having those original frozen samples to create a starter from allows you a fresh start.
