Question about the look of the wort

Yesterday I racked my Samuel Adams Boston Lager clone from the primary into the secondary and added .25 oz Hallertauer (pellets), now a day latter when I look at it , all the hop is at the top and seems to be growing puffy stuff? It maybe my lack of expirience, but can anyone tell me what that stuff is and is it O.K. its been at the recommended temp.

Is it a diferent color than the hops? Is it growing on the hops? Could be that it is only the hops swelling.
