When creating the starter, do I still need to boil the water if I'm using distilled water? Taking into consideration I use Fast Pitch which does not need to be boiled unlike DME.

That's easy: you don't use distilled water when farming yeast because it makes them explode.

(Pretty cool, if gruesome on a microscopic scale, to see a yeast cell expel its guts because it was immersed in distilled water)...

Two articles that seem to show that distilled water is not bad for yeast in long term storage. I would think that mixing DI and Fast Pitch would not be a problem.

To the OP you will probably get multiple ways for doing your starter. When I use fast pitch, I use RO water that I just pour out of my tap and I don't think twice about the possibility of contamination. If you are concerned about contamination then boiling the water before adding fast pitch would be wise. I would put the fast pitch in the fridge so that it cools the boiling water down faster.
