Purging keg with CO2

How do I know I have all the O2 out? Also what psi should I set it or does it matter? And lastly do I purge the keg prior to racking or after racking before putting the lid on, or both?
 
Just put the lid on after filling, hit it with 30 psi to seal the lid and give the ring a few tugs. The amount of headspace is small and even if there is a small amount of O2 in there its lighter than CO2 which will sink and form a protective blanket over you beer anyway.

Not much to stress about really.
