I'll echo a lot that has been said and say (outside of the obvious of just paying him more or offering profit sharing) fringe benefits, education/cert reimbursements and flexibility with scheduling goes a long way in talent retention. How you are treated by the company you work for can absolutely outweigh a potential bump in pay (within reason).
 
Steps to keeping your brewer:

1) Pay him a living wage

2) Refer to Step 1

Other steps that will help:

1) Take aggressive steps to expand your brewery to a real brewing system in the very near future

2) Hire a part-time assistant once you have that larger capacity
 
2BBL is a joke. If your equipment is subpar or shoddy cobbled together you're not going to retain anyone because you're not serious about beer. The person you want to hire you want to be serious about the craft they're making.
