Irish moss can help to clear your beer if your beer is suffering from excessive protein haze, but it won't help much if polyphenols are clouding your beer. Polyclar is good for removing polyphenols. Water chemistry is key to producing great beer if your water needs it. If your water is perfectly suited to a particular grain bill then no, you don't need any water chemistry to produce excellent beer.

+1 a "depends" or "circumstantial " option would make the data more accurate and useful
