Okay, this is my second time making a starter but not sure if this is right.

Here's what's going on (did this 2 days ago):

I boiled 650ml of water, along with 1/2 cup of DME. By the time I was done with a 15 min boil I only had about 400 ml of wort. I cooled, and added the liquid yeast. Since it's a high OG brew I'm going to make (1.082), my plan is to chill the starter for a couple of hours tonight, pour out the wort, leaving the yeast sludge behind and then boil another 650ml of wort, cool and then add (I'm doing this b/c my flask is only 1000ml). Then use it tomorrow night for my brew.

Does this sound right?

what kind of yeast is it? in my experience, there's no way you're going to drop all the yeast out of the starter with a few hours in the fridge. but if you can get it dropped, then your process sounds fine.

I dont think the yeast will settle out enough to repitch on top. Maybe you can get a 4 Litre wine bottle or a growler, pour the existing starter and the new one in it and pitch the whole thing tomorrow.
 
If I just pitch it as is, is there a chance that the fermentation might stall out before it's completed?
 
You may be underpitching a big beer. It'll probably work though. Try to keep fermenting Temperature ideal
