Hey, would "Welder" plastic contact adhesive conduct electricity?? Or, are these plastic contact adhesives generally insulators?

Generally insulators, look for the stuff that is used to fix the heater lines in your back window of your car, this may do what you are looking for.

I want an insulator, I would think that conductive adhesives would be pretty specialty and would clearly state that they are conductive and $$$$$$
 
Not trying to weld anything, I want it to insulate... insulate!
 
if you want to protect against conduction you really should get something designed for the job, like heat shrink for replacing wire insulation.
