Pelican Ankle Buster

I just had this tonight, and man is it a good beer! Has anyone had it, and do you know of an extract recipe for something similar? I couldn't find a clone, but someone with a more adept palate may be able to suggest a similar brew.

Golden Promise malt
Pale Ale malt
Caramel 15 malt
Caramel 40 malt
Nugget hops
pure local water
Pure Belgian ale yeast

You could use pale malt extract, steep some crystal, and then hop with nugget. Figuring out the yeast will be the tough part, try sending them an email?
