Pacifico long necks affecting carbonation?

I've noticed in my latest batch of bottle conditioned IPA that the short neck bottles are better carbonated than the longer necks Pacificos. Does the length of the neck have anything to do with the carbonation level of my beer?

only in the idea that you should have about 15% of the bottle's top area open to accumulate co2 (headspace). so in a way, yes
