Oxygenation Wand for Carbonation?

A few months ago I was at River Rat brewery (Columbia, SC) talking to their brewmaster. While we were talking he mentioned that they were able to pump a newly finished batch in to a tank and carbonate it in a matter of and hour or so (from what I remember) by pumping CO2 through what he described as a small rod with microscopic holes drilled in it which dispersed the CO2 rapidly.

He claimed at the time this piece alone was several thousand dollars but is this not the same exact thing as an oxygenation wand? Would it be possible to just hook up your oxygenation wand to your CO2 tank if it were inside, installed in a sealed pressure safe vessel like a modified keg?
 
I've never seen an oxygenating wand, but I would assume it's just like a carbonation stone.

They normally are pretty small, but they must make them bigger if you want a larger one. They remind me of those aquarium airstones, that you can't touch with your fingers because the oils will clog up the stones. You can just boil them to sanitize them.

I talked with a local brewer her about carbonating and he mentioned that he uses a carb stone to carbonate while he is transferring from the fermentor to the brite/serving tanks. He has the stone in the transfer line between he fermentor and the brite. I haven't been able to see the process in action yet, but it sounds pretty cool. I also don't know if this gets him his desired level of carbonation, or if it just gives him a good head start.
