Just took apart one of my kegs and filled it with an oxyclean solution (used generic oxyclean). I let it sit for a couple of days and all the stainless has a rough grit all over it. I got some of it off by scrubbing with a sponge so I'm guessing the metal isn't corroded but I can't scrub the whole inside of the keg since my arm won't fit in there.

I rinsed it and filled it with water in hopes it might dissolve. Any ideas on what this stuff is and how to get it out?

Fill it full of hot water and shake the crap out of it then let it sit a bit (half the time upside down) and shake the crap out of it again. Pretty sure everything in oxi is water soluble so it should dissolve fine.
