OG vs ABV within style guidelines

Apologies for what might be a silly question.

I'm looking at the Saison style guidelines on BeerSmith:

Original Gravity: 1.048-1.065 SG
Final Gravity: 1.002-1.008 SG
Bitterness: 20.0-35.0 IBUs
Color: 5.0-22.0 SRM
Alcohol by Vol: 3.5-9.5 %
Carbonation: 2.8-3.5 Vols

Correct me if I'm wrong, but with a starting OG of 1.065 and a FG of 1.002 you'll only reach 8.4% ABV. What am I missing? How do you hit 9.5% whilst staying inside the guidelines?

There are three different strengths of saison in new BJCP from 2015. Standard goes 5-7% abv, "super" saison goes 7-9.5% abv and "table" saison 3.5-5% abv. But the gravities are only given for standard.

In other words, anything and everything light in color with low finishing gravity falls into the saison category, regardless of any other aspects of the recipe. Just like everything with a lot of hops is an IPA.
