no fermentation

Friday I made 2 different 3 gallon batches. One, and Irish red, is bubbling away. The other, Haus Pale ale, has no activity going on. I used 2 packets of notty, which have been sitting around for maybe 4-6 months. They weren't in the fridge either, just a cool dry spot. Is normal procedure to just pitch another packet?
 
I've heard of no chill and no sparge, but no fermentation is a first!

I kid. Did you pitch the same yeast into the Irish Red? If so, I'd wait it out. If it was different yeast treated differently, the Notty might be a dud. You certainly pitched enough.
 
Same packet bought at same time. I rehydrated with the same boiled water. not really sure why it never took off.
