newbie first fermentation question

I started my first home brew ( pale ale) and put in fermentor bucket 11 days ago. I've had no bubbling out the air lock for a few days now. My question is , do I have to wait for the foamy stuff on top to sink before I can rack to the bottling bucket. I have a hydrometer but not the tube for it yet. (it's in the mail) and I don't have a clear glass thats tall enough to use instead. I guess I got to eager to start and plowed ahead without having all the tools first.
 
yep, your beer still won't be ready a while after your hydro tube comes. 3 weeks in primary and 3 weeks in the bottle is a good starting point
 
if you're impatient about this beer, the best thing you can do it start brewing another. It will help you leave this one alone for as long as you are supposed to!! :)
