i have here an oatmeal stout , it was a partial mash .. sitting at 2 weeks , it stopped bubbling about 5 days into the ferment , i took a peek ( my last oatmeal stout fermented different) and this was the outcome ..... i think it got contaminated or something .... it looks like pie crust , maybe the oats?

I've done a couple beers involving flaked oats and I don't recall seeing chunks like those floating around. Perhaps it's a mixture of yeast and starches which rose up with the krausen and coagulated together in the process. I wouldn't worry about an infection from this picture, unless it tastes sour.
