It's probably overkill considering how good Milwaukee's water is, but I usually use RO distilled. If I were using the tap water I'd neutralize the chlorine with campden and IIRC, sodium is kinda high so I wouldn't add any more sodium.
 
I would. The SO4 level is only 30ish mg/L and IPAs usually have 100-300, depending on how much you like.
