My second all grain. 10 gallon cooler. 10 pounds grain. 158 degrees, 1 hour mash. Got 1.03 pre boil. Any ideas why so low?

what grains did you use, just base malt? How much volume did you collect or what was your pre-boil volume when you measured 1.030?
Look, 10# of 2 row ,mashed (70% eff) and sparged to collect 6.5gals, would measure 1.029 in my calculator. After boil and reduced to 5gals, would measure 1.049.

9.4# 2 row
1# carapills
collected after sparging 6.5 Gal.

OK, so you are right on target with 1.030 for 6.5gals which translate to a mashing efficiency of about 70%. You can expect your OG to be 1.050 after a boil off of 1.5gals, final volume of 5gals.
Given the grain bill and mash temp, I estimate your FG as 1.014, ABV=4.7%
