I let my beer carbonate for two weeks. It seemed to be about half carbonated. However I was reading that the higher the acohol percentage the lower the carbonation. This batch was 8%. Is this true?

What type of beer is it? What temperature is the beer conditioning (bottles?).

If you let it sit at room temp for two weeks (68-72) then put it in the fridge for about 10 days and try it then. The cold will help the beer absorb the CO2 and carb up. I have had several brews that seemed barely carbonated before getting them cold that turned out to have a good 1" of head on them when poured after being chilled for a week and a half.

Now that you mention it one I had in the fridge for about a week was more carbonated then the ones I had put in the night before. I guess I will just have to bottle some more!
